It begins by tracing the origins and development of democracy, from its fundamental meaning as "people's power" through various historical forms, culminating in the advanced nature of socialist democracy as envisioned by Marxism-Leninism. The text meticulously outlines the political, economic, and ideological-cultural-social essence of socialist democracy, emphasizing the proletariat's political leadership through the Communist Party and the people's collective ownership of the primary means of production. Subsequently, the document delves into the socialist state, examining its formation as a result of socialist revolutions led by the working class, its inherent nature as representing the will and interests of the laboring people, and its key functions in both internal and external affairs. A critical aspect explored is the dialectical relationship between socialist democracy and the socialist state, where democracy serves as the foundation and the state acts as the instrument for realizing the people's mastery.
