Academic journals (TCKH) are pivotal instruments within the higher education research ecosystem, serving not only as conduits for disseminating knowledge but also as critical benchmarks for evaluating research quality and enhancing institutional prestige. In the contemporary landscape of globalized education and the Fourth Industrial Revolution, universities nationwide are increasingly prioritizing the development of TCKH to elevate their training and research quality. This paper addresses the imperative set by the Ministry of Education and Training to establish internationally standard academic journals, which is crucial for affirming Vietnam's academic standing on the regional and global educational map. It proposes a comprehensive strategy for the development of the Journal of Science at Hanoi Metropolitan University (HNMU), aiming to significantly enhance its research capacity and academic reputation through systematic improvements.

This study presents a holistic strategy for enhancing the Journal of Science at Hanoi Metropolitan University (HNMU), focusing on elevating research capacity among faculty. It begins with a thorough analysis of the journal's current operational status (2020-2024), highlighting limitations such as inconsistent article quality, insufficient international connectivity, and suboptimal operational mechanisms. To address these challenges, the research proposes a 10-year roadmap, divided into three distinct phases, incorporating three core solution groups: organization and management, research capacity enhancement, and financial and infrastructural investment. Specifically, the proposed strategies include standardizing editorial processes, digitizing the journal, and integrating it with reputable international indexing systems like Scopus. To bolster research capabilities, the paper advocates for structured training in international academic writing, implementing incentive mechanisms for international publications, and promoting interdisciplinary academic collaboration. Furthermore, it emphasizes diversifying funding sources and investing in essential academic databases to support sustainable growth. The proposed roadmap sets ambitious goals, such as achieving Scopus Q2 indexing and increasing international co-authored articles to 60%. By drawing upon successful domestic and international models, this comprehensive strategy aims to significantly improve HNMU's publication quality, elevate its academic standing, and foster a robust research culture, ensuring the feasibility and long-term sustainability of the journal's development.
