PREAMBLE
1. Urgency of research topics
Today, the development of marine economy is got specia; concerns by
the countries as well as the regions with sea in the world. The sea plays an
increasingly important role in economic development, security and national
defense, which is an indispensable component of the benefits of the
localities, the countries with sea in particular and the world in general.
Binh Dinh is a coastal Province with abundant natural resources and
human resources which have not yet been fully exploited, with the potential
to develop such strong economic sector as maritime economy (sea transport,
seaports), seafoods (mining, aquaculture, seafood processing), marine
tourism, etc. The exploitation of potential advantages of the sea has a great
significance in the socio-economic development strategy of the Province.
In recent years, the sea economy have been the strength of Binh Dinh
Province with important contributions to its socio-economic development.
Binh Dinh Province has focused on investing in marine economy and
achieved many important achievements, helping the sea economy become
the key economic sector of the Province.
With the approach from the state management perspective on
sustainable marine economic development management; in the past years,
the Binh Dinh Province Government has adopted many policies, strategies,
plans, policies and improvements for sustainable marine economy
development. However; these policies, plans, policies, and improvements are
new, not uniform, inconsistent and not creating a favorable environment for
the sustainable development of the marine economy. Therefore, the analysis
and assessment of potential, the status of management of marine economic
development management in Binh Dinh Province, on that basis to find out
solutions to develop sustainable marine economy in Binh Dinh Province is
strongly urgent, high-level affairs, practically meaningful on both theoretical
and practical aspects. Therefore, “Development of Sustainable Marine
Economics in Binh Dinh Province” is selected as the doctoral thesis’s topic
by the Research Student.
