GAME REGULATION

ABSTRACT
Volleyball games are basically one type of competitive game. Students need to be
equipped with an understanding of volleyball game material well. This study aims to
determine the level of student understanding of the basic techniques and rules of
volleyball. That overall the level of understanding of students is in the category of "very
low" by 0% (0 students), "low" by 1% (3 students) "sufficient", at 8.66% (26 students),
"high" by 3 , 33% (1 student), and "very high" at 0% (0 students). With these results, on
average understanding can be concluded in the category of "sufficient".

1. INTRODUCTION
Physical education is basically an integral part of the education system as a whole, aims to
develop aspects of health, physical fitness, critical thinking skills, emotional stability, social
skills, reasoning and moral action through physical and sporting activities. Physical education
is also a medium to encourage the development of motor skills, physical abilities, knowledge,
reasoning, appreciation of values and habituation of healthy lifestyles which are aimed at
stimulating balanced growth and development.
The purpose of physical education itself is to provide opportunities for children to learn
various activities that foster and develop children's potential, both physical, mental, social,
emotional and moral aspects. Learning sports on campus is closely related to understanding and
mastering the material and practicing what will be done in learning something.

Students need to be equipped with an understanding of volleyball game material well.
Volleyball games are basically one type of competitive game. In the volleyball game there are
basic tenics which include service (bag service, bottom service and jumping service), passing
(lower passing, passing over), smash, block. In addition to the techniques learned there are also
rules of volleyball game that players must understand so that a game can run well. Sometimes
according to their perceptions as players only play it but don't understand the rules. The
existence of these regulations makes it easy for players to quickly understand the techniques
and regulations properly. The need for students to understand the game of volleyball so that
when going to the field can apply everything that has been received.
The Nature of Understanding The definition of understanding has been expressed by
experts. According to Triani Hastuti in the Indonesian Physical Education Journal (2011: 135)
"understanding has a very important meaning in carrying out tasks or work. Knowledge will
not be meaningful in the application if the application is not supported by an understanding of
knowledge itself ". Understanding here means that an application in the field to do a task or
activity that is in accordance with what he already knows. Understanding will work if the right
knowledge is realized. According to Anas Sudijono (2011: 50), "understanding is a person's
ability to understand or understand something after something is understood and remembered",
in other words. Understanding is knowing about something and can see it from various aspects
and understanding itself is a level of thinking ability that is a level higher than memory or
memorization. According to Ngalim Purwanto (1994: 44), "understanding is the level of ability
that expects someone to understand the meaning or concept, situation and facts that he knows",
in other words how can a person do an activity with limited knowledge he has.
According to Bambang Subali (2012: 34), "comprehension, is the lowest ability of
understanding and dividing in several levels", namely: 1) Translation (translation), namely the
ability to explain a purpose, for example restating his own words about a definition, purpose
and so on 2) Interpretation (interpretation), namely the ability to interpret an information, eg
explaining things that are related, sorting or rearranging according to the order and so on 3)
Extrapolation, namely the ability to estimate the influential, interesting factors conclusion and
so on 4) Justification, namely the ability to justify a method. All can be connected with the
application or connected with other information.
According to Daryanto (2012: 106) the ability of understanding based on the level of
sensitivity and degree of absorption of material can be translated into three levels, namely: 1)
Translating the meaning of translating does not only mean the transfer of meaning from one
language to another. It can also be from abstract conception to a model, namely a symbolic
model to make it easier for people to learn it. The transfer of concepts formulated with words
into graphic images can be included in the translating category 2) Interpreting. This ability is
broader than translating. This is the ability to know and understand. Interpreting can be done
by linking past knowledge with the knowledge gained next, connecting between the graph and
the actual conditions described, and distinguishing between the principal and the non-principal
in the discussion. 3) Extrapolating. Different from translating and interpreting, but higher in
nature because it demands higher intellectual abilities so that someone is required to be able to
see something written.
The basic volleyball technique consists of services which include Lower service technique,
top service, and jumping service. The basic passing technique consists of Upper Passing
Technique, lower passing. Basic blocking techniques and basic techniques for smash or spike
include open smash, semi smash, quick smash.
1.1. Volleyball game

Net: Net is one of the important elements in the game of volleyball sports. For the
size of the net height standard for women's volleyball players is 2.24 meters. the net
height standard for men's volleyball is 2.43 meters.
Volleyball Game Field: The standard size on the volleyball court is 9 x 18 meters.
The thickness of the edge on the field is 5 cm. Furthermore, the size of the attack
line for the volleyball defender is 3 meters measured from the center line of the field.
The standard width on a volleyball court is 9 meters. The length of the side line of
the volleyball court is 18 meters wide. And finally the standard attack line width is
3 meters.
Volleyball: The circumference of the standard volleyball is 65 to 67 cm. The official
weight of a volleyball is 260 to 268 grams. Volleyball pressure also has standards.
Volleyball pressure standards are around 0.3 to 0.325 kg / cm2. Volleyball materials
also have their own standards.
Antenna: One important element in a volleyball match is an antenna. Antennas can
be found at each end of the upper pole. Installation of the antenna aims to limit the
movement of the coli ball which may point sideways or widen.
1.2. Player Regulations
Tosser in volleyball has the duty as a ball feeder to teammates and is tasked with
managing the course of the ball.
Spikers have a different task than tosser, the spiker has the task and the main role is
to hit the ball so that the ball falls on the opponent's playing field and the opponent
cannot return the ball that has been smashed by the spiker.
Libero in the team served as a defender. The advantage of this libero player is that
they can freely go in and out, but they have no right to smash the ball towards the
opposing team. To smash balls is the duty of the speaker.
Defender acts as a defender, but the difference with the libero, defender players are
more likely to survive the opponent's attack.
1.3. Violation Regulations
If the player makes contact with the net intentionally or not then it includes a
violation.
If the player crosses the boundary line in the middle of the field the opponent also
includes a violation
Throw and catch the ball like in a basketball game
The player must be able to reflect the volleyball before the ball touches the floor. So
when you get an opponent's smash you have to be careful so you can return the ball
before the ball falls to the ground itself.
The ball will be considered out if the ball is out of the field. If not then the ball is in.
When a player has hit the net twice during a volleyball match, it is declared double
foults.
All legitimate body parts to reflect the ball and prevent the ball from falling on the
floor of the game area itself. It is not permissible if you return the ball by kicking it
hard.

When the serve is to be performed, the players of the two teams must be in their
respective positions. The point is that two teams must be in two rows on the side.
Three rows of players are in front and the other 3 are behind.
If the serve you do falls outside the opponent's field, then the points increase for the
opponent.
Considered a violation also if one of the players from one team said harshly to the
opposing team
Violations can also come from players who speak disrespectfully to the referee.
The referee always gives the best decision according to the rules of volleyball.
2. METHODOLOGY
2.1. Research design
This research is quantitative descriptive. Descriptive research is a method of research conducted
with the main purpose of making a description or description of a situation objectively. This
study aims to determine the level of understanding of Unmus students in basic techniques and
rules of volleyball. The research method used is a survey and data collection techniques using
questionnaires or (questionnaires). The results of the questionnaire will be analyzed using
descriptive statistical techniques and set out in the form of a percentage to get an idea of the
level of understanding of students in general uniquely on the basic techniques and rules of
volleyball. This research was conducted at the Unmus campus in Merauke Regency, Papua
Province, Indonesia. The research period starts in October until it is finished in December 2018.
The population in this study is semester 1 student health education. The sample used in this
study is part of the study population. The sampling technique in this study uses the total
sampling technique which takes all the subjects from the population (Arikunto, 2010: 36).
2.2. Data collection technique
The data collection technique used in this study was survey techniques using questionnaire
instruments (questionnaires). Questionnaire is a technique of data collection conducted by
giving a set of questions or written statements to the respondent to answer (Sugiyono, 2015:
142). To collect the data, a questionnaire was used and respondents were asked to choose the
available answers. The problem in this research is that the objective test questions are wrong
with two choices, namely: "True" (B) or "False" (S), answers from respondents are given by
circling the provided column. This study uses an instrument in the form of a questionnaire
containing statements about the basic techniques and rules of volleyball. The steps used are as
follows:
Defining Extracts: It is explaining variables to be measured in research.
Investigating Factors: It is a stage that aims to mark the factors that will be
examined. Basic technical factors, rules for ball games
Arranging Statement Items: Preparation of statement items that will be compiled
only about the factors. The number of statement items was used to find out the level
of understanding of students in general about basic techniques and the rules of
volleyball playing as many as 30 items.
The Expert Judgment testing the validity used in this study is testing validity (Content
Validity). The content validity that will be used to show aspects or items of the correct
instrument has covered the main things to be examined.

2.3. Data analysis technique
Data analysis techniques in this study used descriptive analysis techniques with percentages
(Suharsimi Arikunto, 2006: 239-242). The formula used to find the magnitude of the relative
frequency (percentage) according to Saifuddin Azwar (2010: 108), namely is as follows:
Very high: X > M + 1,5 SD
High: M + 0,5 SD < X ≤ M + 1,5 SD
Sufficient: M - 0,5 SD < X ≤ M + 0,5 SD
Low: M - 1,5 SD < X ≤ M - 0,5 SD
Very low: X ≤ M - 1,5 SD

P : Percentage number
F : The frequency being sought
N : Number of frequencies for the number of individuals
3. RESULTS AND DISCUSSION
The results showed that overall the lowest score (minimum) of 114, the highest score
(maximum) 120, mean (mean) 116 middle values (median) 117, values that appeared frequently
(mode) 116, standard deviation (SD) 1.7 . For more complete data can be seen in the following
table 1.

When displayed in the form of frequency distribution, the level of students' understanding
of the basic techniques and rules of volleyball play is in table 2 as follows:
