This study addresses the pressing need for a comprehensive assessment of public investment efficiency in basic construction projects within Binh Giang District. It aims to meticulously evaluate current implementation processes and their multi-faceted impacts, ultimately contributing to more effective resource allocation and sustainable local development.

This Master's thesis provides a comprehensive examination of public investment efficiency in Binh Giang District, Hai Duong Province, specifically focusing on basic construction projects funded by district-level budgets between 2020 and 2024. The study acknowledges the essential role of public investment in driving socio-economic development and infrastructure advancement, while simultaneously addressing the persistent challenges in its management and assessment at the local level. It critically evaluates the current status of public investment project implementation, emphasizing its financial outcomes, economic impact, and contributions to cultural and social development, alongside potential negative influences on social issues. Methodologically, the research employs a robust approach that includes extensive information collection, empirical data analysis, statistical evidence, and expert interviews. Data were sourced from official documents like resolutions and committee reports, complemented by insights from local leaders and specialists in public investment management. This dual perspective ensures a thorough understanding of both regulatory adherence and practical implementation issues. The findings indicate that while projects generally comply with legal frameworks, inherent limitations continue to impede their overall efficiency. The thesis aims to fill a critical gap in existing literature by providing a focused analysis on district-level public investment, offering valuable insights and actionable recommendations to enhance project effectiveness, optimize resource allocation, and ensure that public investment genuinely serves local development objectives, ultimately improving public welfare in Binh Giang District.
