The Deposit Insurance Premium (DIP) system plays a vital role in protecting depositors,
maintaining public confidence, financial stability, and preventing bank runs during economic
crises. Most countries initially adopt a flat-rate premium model before transitioning to
a differential pricing approach to mitigate moral hazard, promote fairness, and strengthen market
discipline. Vietnam employs a flat-rate premium system, which has limitations in accurately
reflecting individual bank risk profiles and incentivizing sound risk management practices.
Consequently, it is imperative to have a comprehensive and insightful understanding of a
differential DIP system so that Vietnam can apply a pricing model tailored to Vietnam’s banking
sector when necessary. Using a mixed qualitative-quantitative research approach, this study
examines comparative case studies of deposit insurance pricing methods in both developed and
developing economies (the United States, Canada, South Korea, and Malaysia) and conducts semi-
structured expert interviews. The study also utilized data from 28 Vietnamese commercial banks
for the period 2015-2024 to demonstrate how differential premiums would vary significantly
compared to the current flat rate. These results aim to extract key practical insights and propose a
transitional framework for Vietnam's banking sector, which consists of a four-tier risk
classification (low to high) calculated via a base rate and risk-adjusted indicators built upon
CAMELS, Basel II, and Basel III standards. This research contributes to the currently limited
literature on deposit insurance fees in emerging economies and provides a practical pricing scheme
for Vietnam's banking reform process. From the qualitative approach offering rich policy insights,
the findings have significant implications for Vietnamese banks, including robust legal reforms
from the Government & National Assembly, fiscal & regulatory support from the authorized
agencies, intense risk-based supervision from the SBV, fair & transparent premium calculation
methodology with qualified risk assessment capacity from the Deposit Insurance of Vietnam
(DIV).
