INTRODUCTION
1. Reason for choosing the topic
During the implementation of the National Target Program on New Rural
Development, Nghe An Province has faced with extremely difficult conditions: this is
a large Province with a complicated terrain, a lot of the areas are mountainous where
people's living standards are really low, etc. However, thanks to the high political
determination of the authorities at all levels, the participation of the whole political
system, the efforts and consensus of the people throughout more than 10 years of
implementing the National Target Program on New Rural Development, the face of
rural areas in the whole Province is increasingly prospering.
Despite the achieved success, the mobilization and use of financial resources
for new rural development in Nghe An still have areas to be improved: the resources
available for new rural development have not met with actual demand in some
communes, and most of them are heavily dependent on the State budget funding; the
outstanding debt of new rural development in Nghe An is still enormous; the
implementation progress of some categories and funding disbursement are still slow;
etc. One of the reasons for the above limitations is the ineffective mechanism of
mobilizing and utilizing financial resources for new rural development in Nghe An,
which is failing in encouraging the participation of businesses, residents, domestic
and international organizations.
Therefore, perfecting the mechanism of mobilizing and utilizing financial resources
for new rural development in Nghe An is of strategic importance. Based on this
assessment, the authors decided to choose the topic "Mechanism of financial resource
mobilization and utilization for new rural development in Nghe An Province" to study
for their doctoral thesis in economics, majoring in Economic Management.
2. Research purpose and missions
2.1. Research purpose
The research aims to propose solutions to improve the mobilization mechanism
and the utilization mechanism of financial resources for new rural development in
Nghe An Province.
2.2. Research missions
(1) Studying the theories and practical experiences of the mobilization
mechanism and the utilization mechanism of financial resources for new rural
construction.

(2) Analyzing the current mechanism of financial resource mobilization and
utilization for new rural construction in Nghe An.
(3) Proposing perspectives, directions and solutions to perfect the financial
resource mobilization and utilization mechanism for new rural construction in Nghe
An Province in the coming years.
3. Research object and scopes
3.1. Research object
The mobilization mechanism and the utilization mechanism of financial
resources during the construction of new rural areas.
3.2. Research scopes
- Content areas covered: The mobilization mechanism and the utilization
mechanism of financial resources (from and outside the State budget) in the
implementation of new rural construction.
- Physical areas covered: Nghe An Province.
- Period covered: secondary data collected from 2011 to 2019, primary data
collected in 2019.
4. Research questions
(1) What is the mechanism of financial resource mobilization and utilization
for new rural construction?
(2) What is the relationship between the mobilization mechanism and the
utilization mechanism of financial resources for new rural construction?
(3) How is the current situation of the mechanism of financial resource
mobilization and utilization for new rural development in Nghe An nowadays?
(4) Which factors affect the mechanism for mobilizing and using financial
resources for new rural construction in Nghe An?
(5) How should the mechanism for mobilizing and using financial resources be
improved to accelerate the process of building a new countryside in Nghe An in the
coming years?
5. New contributions of the thesis
5.1. Theoretical contributions
First, the thesis has contributed to systematizing and clarifying theoretical
issues about the mechanism of mobilizing and using financial resources for new rural
construction. Specifically, the thesis has clarified the concept, comprehension and
evaluation criteria of the mechanism of mobilizing and using financial resources for
new rural construction.

Second, the thesis has explained the relationship between the mobilization
mechanism and the utilization mechanism of financial resources for new rural
construction.
Third, the thesis has built a model to test the factors affecting the mechanism
of mobilizing and using financial resources for new rural development at the
provincial level.
5.2. Practical contributions
First, the thesis has systematically analyzed the status of the mechanism of
mobilizing and using financial resources for new rural construction in Nghe An in the
period of 2011 - 2019. From there, it has pointed out the limitations and the reasons
behind those limitations of the mechanism for mobilizing and using financial
resources for new rural construction in Nghe An.
Second, the thesis has identified important influencing factors affecting the
mechanism of mobilization and utilization of financial resources for new rural
construction in Nghe An, based on which solutions to perfect the mechanism have
been proposed.
Third, the thesis has built a system of perspectives and feasible solutions to
perfect the mechanism of mobilizing and using financial resources for new rural
construction in Nghe An, implementable until 2025 with a vision to 2030.
Fourth, the research results of the thesis are a credible source of reference for
other ministries, branches and localities in the process of building and implementing
mechanisms for mobilizing and using financial resources for new rural development.
6. Thesis structure
In addition to the introduction, conclusion, bibliography and appendices, the
thesis includes 4 chapters:
Chapter 1. Overview and research methods;
Chapter 2. Theoretical and practical basis for mechanism of mobilizing and
using financial resources for new rural development;
Chapter 3. Analysis of the current status of the mechanism for mobilizing and
using financial resources for new rural development in Nghe An;
Chapter 4. Perspectives and solutions to perfect the mechanism of mobilizing
and using financial resources for new rural development in Nghe An.
