Master plan for higher education institutions the lesson learn for Vietnam

Using comparative research in international education, it is like in planning for HEIs among Vietnam, USA and China in the structure of 3-4 layers of different HEIs (Orientation in Research, Teaching, Application and Practice). However, Vietnam needs to study system planning and publish specific data for each tier of HE institutions in order to develop the system in accordance with the planning.
