Firstly, a full description of the terms international free trade and protectionism was developed, including the trade barriers and the evolution of international free trade in terms of globalization and the free movement of goods. Also this description has discussed the recent and old literatures and scholars in this area and covers the main aspects for this argument to provide a full understanding.

This paper conducts a pilot research on the relationship between industrial policy quality and growth performance. A middle income trap is defined as a situation where the domestic economy is unable to create value beyond what is delivered by given advantages. Given advantages include natural, demographic and geographical factors as well as such external factors as trade, aid, and foreign investment inflow. When growth depends mainly on these factors, little domestic value is created and the economy does not reach high income.

The objectives of the project are to expand plant quarantine activities in Vietnam through provision of facilities and equipment, and training to staff to standards required for participation in international trade. The project will also develop training materials to provide ongoing training and reference ensuring self-sufficiency. On completion of the project, staff will be competent in the current methods used in disinfestation research, familiar with equipment and technology and able to prepare submissions for international quarantine authorities.
