The focus of this study is on two of these factors: gender stereotyping and bullying. Gender stereotypes are the beliefs and attitudes that are presumed to distinguish between women and men (Rollero, Glick & Tartaglia, 2014), while bullying can be referred to as the repeated acts of an individual or group with the intention to harman individual holding an inferior position of power (Goldsmid & Howie 2014). While these two separate issues can occur independent of one another and in combination, gender based stereotyping and bullying both form critical barriers to female professionals.

This thesis is concerned, centrally, with the responses to NPM from two perspectives: local government and organised labour (specifically national and international trade union organisations). Two themes recur in the policy debates around NPM: the effects on the quality of public services and the impacts on employment. Both are examined in this thesis as they had been under-researched and were overshadowed in the research literature by an economistic concern with costs and technical efficiency.

Gender inequality has been much researched in the existing literature review in the last few decades. On the one hand, women are much freed from some gendered barriers that limit their educational, job and personal welfare opportunities at different levels. On the other hand, empowerment for women worldwide has been a ‘stalled revolution’ in which they are constrained in gender stereotypes that require them to play the critical role within the home.
