This thesis comprises eight chapters. Chapter 1 provides the standard introduction found in most theses and evident in the foregoing. Then a secondary study in Chapter 2 serves to discuss the background to licensing advisers in Australia, Chapter 3 will develop the conceptualised theoretical framework for examining the legitimacy of the current AFSL-AR licensing model. Details of the empirical survey and method of quantitative and qualitative analyses closes Chapter 4. Chapter 5 explains the scope, difficulties encountered and results of the study.

The thesis is structured as follows: Chapter 1 reviews the literature and outlines the importance of blood, clinical use of blood, current methods of blood collection including alternative methods and the benefits of DBS. Chapter 2 summaries the overall methods used in the project. Chapter 3 explains the utility of hemaPEN® from both the collection and analytical perspective. Chapter 4 expands on the HCT bias associated with standard DBS method. Chapter 5 expands on the use of DBS in other fields such as genomic and epigenomics.

Three essays consider implications of the strong association between student background characteristics and academic performance. Chapter One considers the incentives that school choice policies might create for the efficient management of schools. These incentives would be diluted if parents prefer schools with desirable peer groups to those with inferior peers but better policies and instruction. I model a Tiebout choice housing market in which schools differ in both peer group and effectiveness.
