The "Belt and Road" Initiative, one of China's initiatives, was developed from the end of 2013 and quickly paid special attention to by China's functional agencies in terms of its planning and implementation. At the same time, China also boosted diplomatic and promotion activities to invite countries along the corridor of the belt and road to participate in this initiative. At the 19th National Congress, the Communist Party of China (CPC) added the initiative to the revised Party's Constitution with an aim that its success will increase China's status and impacts on the global scale.

China is now connected with Europe through an overland route as well as through the boosting of economic, trade and investment ties between Asia and Europe. Furthermore, while Europe has been concerned about China‟s unfair competition and the dependence on Chinese investment, ASEAN has increasingly deepened the mutual economic dependence between itself and Beijing. A negative out come of this is the rising economic dependence on China of quite a few ASEAN member states. including Vietnam.

Many of the differences we see in Russian and Chinese fiscal institutions today can be attributed to differences in the initial command economies of the Soviet Union and China. On the eve of economic reform, the Soviet Union and China shared many common features of the command economy, including state ownership of industry, collectivized agriculture, the centralized coordination of economic activities by an administrative hierarchy taking its direction from a Communist Party, an absence of true market prices, and the lack of legal alternatives to administrative plans.

In both countries it became apparent that the transition from a planned to a state-influenced market economy under the control of a communist party is possible, and without simultaneous economic decline.
