In the Indonesian context, especially at District Education Office level, service quality is the District Education Office’s ability to fulfill its obligatory functions to satisfy school needs. Delivering services depends on many different factors.

The dissertation studies the quality of health care services by health insurance at district hospitals in Thai Nguyen province. The dissertation has summarized the theoretical and practical basis of the quality of health care services by health insurance. In addition to the traditional factors that constitute the quality of health care service by health insurance, approached from the patient's side according to the SERVPERF model, include Reliability; Responsiveness; Assurance; Empathy; Tangibles.

Model (3) suggests that in this case the test score gap between high- and low-income schools will tend to be larger in markets with a great deal of interdistrict competition than in those with less Tiebout choice.
