This research is a single case study of the impact of the introduction of both information technology (software, hardware and Internet) and a company policy about IT use on the internal operations of a fire truck assembly company and its supply chain relationships. Using Action Research, the research focuses on a fire truck assembly company in Thailand, where supply chain efficiency was not improving and where costs of, and relationships with, both upstream suppliers and downstream clients in the supply chain were increasing.

This thesis develops understanding of the appropriation of information technology (IT) artefacts over time. Perceptions that the whole lifecycle of IT use, from pre-use, then initial use through to adaptive and stabilised use is not well understood were evaluated and supported in the initial part of the study. A generic lifecycle model of use, the model of technology appropriation (MTA), was chosen as the foundational theory for this thesis because it covers the entire IT use lifecycle, and it can be contextualised for different technologies, and user cohorts.

In this study, two models were proposed: a five-stage SISP maturity model for defining SISP maturity and another one for assessing the degree of SISP maturity. The five SISP maturity levels were defined as: Rudimentary Planning, Ineffectual Planning, Attainable Planning, Sustainable Planning, and Adaptable Planning. The assessment model was structured as a third-order system, where eight first-order dimensions were termed as Form and Content, Collaboration, Policies, Stakeholders' Designation, Knowledge Bank, Technology, Time Dimension, and Viability.

This research is qualitative, adopting an exemplar single case study approach with more than one unit of analysis embedded within the case. This research also takes an interpretivist view with the aim of developing concepts, confirming or refuting theory, drawing from specific implications and the contribution of rich insights. A public hospital in Malaysia currently operating with an end-to-end hospital IS/IT was selected as the case to explore the key elements that contribute to the success of assimilating HIS.
