Effective contract management

We employed a system dynamics approach to assess and predict the effect of the general practitioner service package (GPSP) and complementary incentive policies on the contract rate for 2015–2030. First, the GPSP is designed to address the unique needs of occupational populations, enhancing the attractiveness of GP contracting services, including three personalized service contents tailored to demand-side considerations.

The primary objective of the research is to develop a balanced scorecard framework for construction contractors and measu re performance of contractors using that framework. The results of the questionnaire survey carried out and follow-up interviews conducted among 34 senior managers in Melbourne revealed that the above performance measurement framework is appropriate to use in a contracting organisation. The respondents perceive that the process management perspective measurement is more desirable than others.

This paper identifies a monetary contraction by a combination of an increase in interest rates, a decrease in central bank credit, a drop in the stock of foreign exchange reserves, and a fall in broad money. The empirical results show that output and prices begin to reduce after a restrictive monetary shock in the medium term, suggesting the adverse effect of monetary policy in the short term and the necessity to improve the transparency of monetary setting.

At the same time, by comparing over time, case studies document that well-executed investments can provide benefits. These accrue through four main channels, namely (i) social infrastructure, often supported by community development funds using land compensation; (ii) employment and jobs; (iii) access to markets and technology for local producers; and (iv) local or national tax revenue. IMCI strategy offers a promising set of interventions to address the child survival problems in Bangladesh. Effective implementation of IMCI case management guidelines improved quality of care in health facilities across various settings. How well IMCI can work depends upon the strength of the health system responsible for its implementation, which rarely reached adequate levels in Bangladesh.

The Project Board is the executive authority of a project. It authorizes the project to proceed, change direction or stop. On the Mangla Dam project in Pakistan the contractor needed to purchase and bring a vast amount of constructional plant on site. To ease the financial burden on the contractor, the employer (in effect the government) agreed to purchase or pay for plant required by the contractor up to a value of 15 per cent of the contractor’s tender price excluding contingencies. The employer recovered this expenditure by deducting it in instalments over the first 30 months’ interim payments to the contractor under the contract.

These are payments made by an employer to a contractor which are not authorized by the contract. They are occasionally paid when a contractor has performed very much to the satisfaction of the employer but has shouldered some extra cost clearly not attributable to his own actions, such as exception- ally bad weather or some other misfortune outside his control. Only the employer can decide to make an ex-contractual payment, not the engineer or other person acting on his behalf; and the employer must himself have power to make the payment.

These are usually cost reimbursement contracts as (d) above, but with an esti- mated target cost set for the works cost, and a fixed or percentage fee for the contractor’s head office overheads and profit. If the contractor’s expenditure exceeds the target he has to bear a proportion of the excess; if his expenditure is less than target he receives a proportion of the difference as a bonus. Thus there is a financial incentive to the contractor to be efficient and save costs. But setting a fair target price can be difficult, and impossible if the amount of work to be done is unpredictable.
