Essential public health services

The health insurance system in Indonesia was transformed in 2014 to achieve universal health coverage (UHC). The effective implementation of essential primary health services through UHC has resulted inefficient healthcare utilisation, which is reflected in the health-seeking behaviour of the community

It is the responsibility of State and Federal regulatory agencies to uphold the supply of wholesome, quality food for the consumer. Without guidelines and regulations, the safety and quality of milk as we know it may not exist. The goal of Washington State Department of Agriculture (WSDA), Food Safety Program is to obtain voluntary compliance in a manner that is mutually beneficial for the milk industry as well as the consumer.

Cross-cutting finding: The health system could go much further and respond more deliberately to the majority of Ugandans, who live in rural poverty. Currently, the essential package of health services is underfunded, leading to stock-outs of essential medicines and low quality of care. OOP expenditure is high (at over 50 percent of total health expenditure) and there is also high risk of catastrophic health expenditures.

The health system is composed of the public sector, the for-profit private sector and the non-profit private sector. Health care services are provided mainly through the public sector network (NHS), which relies on 1277 health facilities (HF), organized in 4 levels, with a total of 15 877 beds6 and around 26 000 health workers (Table 4). Level I offers essential primary care services through 1224 HF (urban and rural health centres and health posts) representing 96% of all national HF.

Governments in developing countries need to spend more money on essential public services if they are to have a serious impact on poverty. Take the United Nations Millennium Development Goals (MDGs), a set of targets for halving extreme poverty, providing universal primary education, halting the spread of HIV and AIDS and much more by 2015. Ambitious, yes, but achievable. To meet many of the MDGs, governments will need to hire more public sector employees, from teachers and doctors to agricultural extension workers.

Public health is emerging as one of the most important drivers in midwifery, and yet there are few textbooks that address the midwife’s role in public health. This book summarises the important developments in public health over recent years and will relate the recommendations to midwifery practice in a clear and easily understood manner. It highlights issues around health inequalities pertinent to maternity services and promotes individualised, non-judgmental approaches to care.

In 2001, two federal privacy laws came into effect requiring virtually all businesses to protect the financial and medical information of employees and customers. There is a mistaken belief that these new privacy laws only affect financial and medical firms, but these privacy laws actually cover the privacy of financial and health information. Any company with 401K retirement plan information and medical information on their employees must comply with these new privacy laws. The Gramm-Leach-Bliley Act was signed into U.S. law onNovember 12, 1999 by President Clinton (Public Law 106-102).

In all that we are working towards, we must also recognize physicians as consumers and realize and respect the necessity of their services. As absurd as it sounds, can you imagine a community without a physician? Their contribution to each community makes it essential that we offer solutions such as EHRs and proper public policy to help keep them in business. It is our experience that we must keep the physicians daily workflow at the fore-front of all decision-making when discussing how we may impact their offices and practice of medicine.

At the same time the education sector had been developing its own sophisticated view of learning and teaching. For example a large body of evidence about how young people learn, curriculum theories and models, teaching approaches and styles, school leadership and management, have all shaped how the education sector thinks and acts about the purposes of school education. The competencies schools aim for, seek to empower young people with abilities to enter the adult world and also to have skills about, and insight into their own learning needs.

The vision of SLTHP is to provide a healthcare system with equitable access and quality services in both rural and urban areas. The plan targets the most vulnerable and under-privileged groups of the community to promote essential health care services (EHCS). These are the priority public health measures and are essential clinical and curative services for the appropriate treatment of common disease. The Tenth Plan focuses primarily on reducing the magnitude of poverty.

Vertical integration. Although the delivery of health care is concentrated in the vertically integrated medical care sector (organized around primary, secondary, and tertiary care), many other essential child health service programs are located in the public and population health sectors (Women, Infants, and Children, or WIC; Head Start; and Early Head Start).

PHC was not just a blueprint for organizing a public health system. It was a fundamental approach to health itself, which included key values: services to be delivered as close to the community as possible, in a system that the country could afford, in an integrated manner, with the participation of the community. Health was understood in its full social and economic dimensions and health care was understood as an essential part of what good governance should mean. These were optimistic times: the commitment to PHC and to “Health for All by the Year...

The nature of the HHS response will be guided by the epidemiologic features of the virus and the course of the pandemic. An influenza pandemic will place extraordinary and sustained demands not only on public health and health care providers, but also on providers of essential services across the United States and around the globe. Realizing that pandemic influenza preparedness is a process, not an isolated event, to most effectively implement key pandemic response actions, specific capabilities must be developed through preparedness activities implemented before the pandemic occurs.

The efforts of public health agencies at the federal, state, and local levels to prepare for what could happen in the future are largely invisible until there is an emerging threat, such as the recent SARS outbreak, or a dramatic event, such as the anthrax attacks of 2001. Through this effort, the U.S. Department of Health and Human Services (HHS) intends to provide the best available and most essential up-to-date health-related facts and background information that will be needed in the event of a terrorist attack or public health emergency.
