Most highway expansion benefits are captured by consumers; it increases their mobility, allowing motorists to live in more distant suburbs and exurban areas. Only a small portion of these benefits are captured by businesses since commercial vehicles represent only a small portion of total traffic. Although some industrial trends, such as just-in-time production, increase the importance of road transport, other trends, such as telecommunications that substitute for physical travel, reduce its importance.

Its output is a full de‐ scription of the car stock in every year, by vehicle type (fuel), age and (emission) technology of the vehicle. The vehicle stock is represented in the detail needed to compute the transport emissions. For buses, coaches, road freight vehicles, inland navigation and rail the car stock is not mod‐ elled in detail.

People who live in heavily polluted areas are exposed to not just one pollutant but to many pollutants. And, the concentration of each pollutant changes during the day. According to legislation introduced in 2001, Switzerland is already paying to install low-noise systems in its national railway vehicles. Vehicles fi tted with noise-reducing technologies are refunded 0.01 CHF per axle kilometre travelled in Switzerland. This translates into a €7.50 bonus for a typical four-axle wagon on the 300 km Basel-Chiasso line, an important link in the Germany- Italy transit route. A complete freight train with composite brake blocks gets a €93 refund, which is 5% of the total track access charge.
