More important findings to be reported is that the spillover effects of FDI appear to be quickly assimilated by workers in the Malaysian manufacturing industries through the "learning effect" as opposed to “technology effect” and that the fast pace is biased towards higher labour productivity. Findings from this study can help the FDI attraction policy to be carried out not only to increase Malaysian labour productivity, but most importantly to ensure the function of FDI transfer of knowledge to labour takes place, which must be based on Key Performance Indicators (KPIs).

The main purpose of the current study is to investigate the mediating role of strategic integration of purchasing, and advance purchasing practices in the relationship between purchasing operational performance and IT investment in purchasing. In this research, some other practices have been considered including involvement of suppliers, evaluation and assessment of suppliers and integration of logistics. Strategic integration of purchasing is referred as the degree to which the strategic relevance of purchasing function is recognized by a company.

Analysed the quantitative data by SPSS and the results show 2 factors affect the performance namely GSCM Benefits and Critical Success factor. Consumer safety contributed significantly in GSCM benefits while, high satisfaction of customers and business partners in SCs contributed significantly in critical success factor.

The paper presents the improved function of transforming the assessment criteria values and the formula of value calibration. The advantages of this function are flexibility and taking account the regular tendencies of changes in the criteria values. The level of enterprise performance is determined by an integrated index obtained as partial desirability functions folding by gmean. This generalizing desirability function is sensitive to small transformed criteria values that realizes tough requirements to assessment.

In this research, the problems were divided into three small, medium and large groups, and for each of the solving methods the evaluation criteria was calculated. The results of this comparison indicated that non-dominated optimization algorithm outperforms the exact solving method. Therefore, it was concluded that this algorithm should be used to solve the model of real data.
