Valuing heritage as a public good initial application to zonal travel cost method in Hoi An, Vietnam
This paper presents arguments for the superiority of the public good demand curve over that of private goods in the scope of heritage valuation, and initially applies the zonal travel cost method (ZTCM) in evaluating Hoi An, a World Heritage town in Central Vietnam, to look for evidence of such superiority.

This guidance follows on from the publication in 2006 of the Thematic Strategy on the Urban Environment1. The Strategy described the problems facing many urban areas of the European Union and recognised the widely divergent circumstances of European cities. As such, the Strategy did not propose uniform binding measures but instead pointed to other ways in which cities' problems could be tackled.
