Human capital accumulation

This paper aims to study the role of human capital accumulation in the growth of the digital transformation economy by investigating the interplay between human capital formation and the effects of tax policies from government spending on human beings.

Many East Asian economies experienced rapid economic growth since the early 1960’s, with Singapore and Malaysia being two of the best performers. Various factors have contributed to this growth. They include export-orientated policies, capital investment, a market-friendly approach and an institutional regulatory framework that attracts foreign investors. Another factor is the role of human capital in the form of formal and informal education. Human capital has been researched at both the theoretical and empirical levels.

In order to formulate the research questions a review of the literature was conducted, from which three questions emerged relating to the issue surrounding one’s decision to enroll in a fine arts course and the professional ‘use value’ of the human capital accumulated during this type of education.
