Over the past years, a number of international initiatives that recognize the importance of sharing and reusing digital educational resources among educational communities through the use of Learning Object Repositories (LORs) have emerged. Typically, these initiatives focus on collecting digital educational resources that are offered by their creators for open access and potential reuse. Nevertheless, most of the existing LORs are designed more as digital repositories, rather than as Knowledge Management Systems (KMS).

Open educational resources just supply potentials to help equalize the access to worldwide knowledge and education, but themselves alone do not cause effective learning or education. How to make effective use of the resources is still a big challenge. In this study, a technical mode is proposed to collect the open educational resources from different sources on the Internet into a campus-network-based resource management system. The system facilitates free and easy access to the resources for instructors and students in universities and integrates the resources into learning and teaching.

Learning Object Repositories (LORs) are a core element of the Opening up Education movement around the word. Despite, the wide efforts and investments in this topic, still most of the existing LORs are designed mainly as digital libraries that facilitate discovery and provide open access to educational resources in the form of Learning Objects (LOs). In that way, LORs include limited functionalities of Knowledge Management Systems (KMSs) for organizing and sharing educational communities’ explicit and tacit knowledge around the use of these educational resources.

In implementing a programme of privatisation and restructuring, it should be recognised that the restructuring process, if left solely to the market forces, may create substantial unemployment and incur considerable social costs. Supporting a programme of careful restructuring by the creation of new business out of the old, engaging under-utilised assets, with or without an element of public subsidy, may add considerable value to local economies. The experience of the transitional economies in Europe shows the potential for creating small businesses out of large company restructuring.

Learn Visual Basic 6.0 is a self-paced course. The suggested approach is to do one class a week for ten weeks. Each week’s class should require about 4 to 8 hours of your time to grasp the concepts completely. Prior to doing a particular week’s work, open the class notes file for that week and print it out. Then, work through the notes at your own pace. Try to do each example as they are encountered in the notes. If you need any help, all solved examples are included in the VB Code folder.
