Vietnam is at crossroads: being a middle income country now, it has to deal with social, economic and environmental challenges better known from affluent countries, while still being in the transition from an agricultural to an industrial in a society transiting from rural to urban. At the same time, Vietnam has to prepare for the diverse impacts of climate change, a process beyond its control, by developing adaptation measures safeguarding the social and environmental basis of the society and economy.

As more and more industrial parks are being constructed, compulsory purchase of land for this purpose has been carried out all over Vietnam, especially in rural areas. Those households whose land was expropriated are now facing changes in their resources of livelihood. For a sustainable development of industrial parks and for industrialization’s sake, proper care should be given to the living standards and income of expropriated residents.

This paper examines the pollution control policies applied in China’s paper industry during the period of economic reform from 1982 to 1992. The paper industry is the source of ten percent of China’s industrial wastewater emissions and one fourth of its chemical oxygen demand. It is the largest source of rural environmental pollution. The very small size of china’s mills is comparable to that of papermills in many developing countries and this small size itself creates an interesting problem.

Renewable energy is shifting from the fringe to the mainstream of sustainable development. Past donor efforts achieved modest results but often were not sustained or replicated, which leads now to greater market orientation. Markets for rural household lighting with solar home systems, biogas, and small hydro power have expanded through rural entrepreneurship, government programs, and donor assistance, serving millions of households. Applications in agriculture, small industry, and social services are emerging. Public programs resulted in 220 million improved biomass cook stoves.

Nevertheless, the WTO Agreement on Agriculture (AoA) provides Members—both developing and developed—with certain flexibilities to pursue sustainable development objectives like protecting the environment as well as preserving a viable rural farming sector.
