These efforts of over a century have led to our current understanding that child maltreatment includes physical, sexual, and emotional abuse, as well as neglect and endangerment. The risk to a child’s physical, mental, or emotional well-being is endangerment. It is this recognition of child endangerment that implicates minors and motor vehicles most often. Today, child abuse statutes encompass child endangerment in several states. In many other states, such crimes are charged under the “reckless” provisions of traditional criminal charges.

n the Democratic Republic of Congo (DRC), tens of thousands of girls and women have suffered horrific acts of sexual violence. The government army is one of the main perpetrators. Commanders, even when confronted with abuses, have frequently failed to stop sexual violence and may themselves be guilty of war crimes or crimes against humanity as a consequence. In this report, Human Rights Watch looks at sexual violence committed by the army and more specifically the 14th brigade whose case illustrates the failure to enforce respect for humanitarian law.

IPV is a health problem of enormous proportions. It is estimated that between 20 and 30% of women and 7.5% of men in the United States have been physically and/or sexually abused by an intimate partner at some point in their adult lives. 6, 7, 8 Heterosexual women are five to eight times more likely than heterosexual men to be victimized by an intimate partner. 9 From 1993 to 1998, victimization by an intimate accounted for 22% of the violent crime experienced by females and 3% of the violent crime sustained by males.
