In this article, we study the actual situation and propose some design solutions to enhancing the effect of natural ventilation for low-rise apartment buildings in Danang City, a popular type of shelter in the social housing projects of Danang City.

The study focuses on two primary factors that are supposed to greatly affect the urban property price, that is, changes in calculation of land use fees and high capital cost for investment in housing development projects. After analyzing such influential factors, four suggestions are offered hopefully making the urban land price closer to the ability to pay and improving social welfare.

The new Foundation for Social Housing (FHS) intends to enable the development of new housing built on land acquired at low cost, to be managed by non-profit organisations oper- ating in accordance with pre-defined rules. The accommodation will be provided at below- market rents and will be allocated to specific target groups (e.g. older people, students, immigrants, single income households etc.). The project involves close collaboration with the public administration, with both the Region of Lombardy and the Local Government Association being represented on the board of FHS.
