Business models used in emerging Asia and traditional western markets were at odds. In the west, transparency was the keystone, providing clear rules and disclosures for how business should be conducted, and shareholder value maximisation became the universal mantra. With few exceptions, the largest and best corporations were privately held and usually the bulk of their stock was traded on stock exchanges.

Initially, NBS bills were traded on the stock exchange, but in October 2003, online trading was introduced. Online auctions carry lower transaction costs and have no intermediaries or provisions. They represent the first step in the implementation of new regulations of operation in the open market, regulations intended to provide gradual movement towards indirect instruments of monetary policy. From the very beginning, online auctions were very successful, with trading volumes significantly above pre-online trading periods.

Over the course of the recent recession, foreign investors have often favored dollar-denominated investments due to a number of factors, including the evaluation that such investments are a “safe haven” investment during times of uncertainty; comparatively favorable returns on investments, a surplus of saving in other areas of the world, the well-developed U.S. financial system, and the overall stability and relative rate of growth of the U.S. economy.

An option holder is able to look to the system created by OCC's Rules which includes the brokers and Clearing Members involved in a particular option transaction and to certain funds held by OCC - rather than to any particular option writer for performance. Prior to the existence of option exchanges and OCC, an option holder who wanted to exercise an option depended on the ethical and financial integrity of the writer or his brokerage firm for performance. Furthermore, there was no convenient means of closing out one's position prior to the expiration of the contract.

The past ten years are witness to many changes in line with this objective. Trading and settlement procedures have been improved. New instruments have been introduced. Disclosure levels have been enhanced. Measures to protect investors’ interest and educate them have been initiated at least on paper. A code of corporate governance has been put in place. Steps were initiated to change the organisational structure of the stock exchanges.

Like other developing countries, Fiji’s stock market is also playing a crucial role in the economy. It encourages companies to make IPOs and also provides a regulated market for the trading of existing shares between investors. Its basic function is a secondary market role facilitating the exchange of previously issued shares. It can be seen as an emerging stock market because there is an increase in the market capitalization, stock market size and number of companies listed from the period 1996 to 2005. Thus the market is in the development phase.
