Designing Vietnam’s socio-economic development strategy for the 2011-2020 period: Should changes be made in the designing process

Tract since launching its economic renovation policy, Vietnam has prepared two Socio economic Development Strategies. The shortcomings of the strategies and the changing world create a pressing need for change in their design. But the questions are what form the changes should take and how should they be made. This paper addresses those questions and suggests some solutions.
