The State’s and Party's policy of foundation study for ethnic minority students to create high-quality ethnic minority human resources for mountainous provinces and ethnic minority areas has been effectively deployed at Pre-University schools across the country. This article proposes several solutions to improve the efficiency of human resource training for ethnic minority groups with local typical characteristics through the pre-university system.
