Social franchising, or networks of private providers who offer a standard set of services and share training, referral systems, quality standards and brands is one such example. Access to ART is limited by cost and by discriminatory policies. Almost all ART is expensive and therefore only accessible to people who can afford it. No states’ public benefits programs cover IVF. Some states require private insurers to cover ART, though this only applies to individuals who have a medical diagnosis of infertility (see footnote 4). Although the policies and practices of the Board of Registration in Medicine are established by the Board, and its autonomy was mandated by the legislature, historically the agency had come under the umbrella of the state’s Office of Consumer Affairs and Business Regulation for administrative purposes.
