In Ethiopia, the second most prioritized of the zoonotic diseases next to rabies is anthrax. About 50.6% of anthrax cases and 33.3% of deaths of livestock have been reported from Wag-Himra Zone, where appropriate anthrax prevention practices are not implemented by the owners of the animals.

INTRODUCTION Medical countermeasures are vital to protect the public against acts of terrorism and other public health emergencies. The need for an effec- tive system of dispensing medical countermeasures gained recognition in 1979 after the accidental release of radionuclides from the Three Mile Island nuclear power plant in Pennsylvania. If emissions had been higher, widespread dispensing of the countermeasure potassium iodide would have been necessary to prevent future cases of thyroid cancer among those living nearby or downwind.

The negative health impact of many large-scale public health emergencies, such as an intentional anthrax release, severe acute respiratory syndrome (SARS), or the recent 2009 H1N1 influenza pandemic, can be mitigated significantly by medical countermeasures such as antimicrobials, antivirals, and vaccines. To be effective, these countermeasures generally must be delivered in very large quantities in a short period of time.
