Since the East Vietnam Sea has an advantageous geographical location and rich natural resources, we can develop and manage islands and reefs in this region reasonably to declare national sovereignty. Based on 1096 scenes of QuikSCAT wind data of 2006–2009, wind power density at 10 m hight is calculated to evaluate wind energy resources of the East Vietnam Sea.

This study aims to make a prototype of a hybrid wind power plant with solar energy as an alternative energy source. The implementation method is done by making prototypes of wind power plants and solar power plants. Furthermore, the two plants are combined and are commonly called hybrid systems. This research was conducted at the Electrical Engineering Laboratory, Paulus Indonesia Christian University, Makassar. The results of the study were obtained for each 120W power plant (PLTB), 100W Solar Power Plant (PLTS). Thus the maximum power produced by the hybrid system is ± 220 W.

The Indonesian government program in providing solutions of electrical energy distribution problems to get to remote or isolated areas is to optimize the potential of renewable energy in an area. Focusing on short-term wind power forecast, a method based on the combination of Genetic Algorithm (GA) and Extreme Learning Machine (ELM) has been proposed. Firstly, the GA was used to prepossess the data and effectively extract the input of model in feature space. Basis on this, the ELM was used to establish the forecast model for short-term wind power.

To deal with this problem, the paper proposes a new approach based on the combination of different measured drivingpoint impedances and relevant analysis of the duality-based equivalent circuit in determining frequency dependent parameters associated with transformer windings.
