This study aims to determine the extent to which the Banking or Financial Institutions oversee and are responsible for the third party (debt collector) in collecting debts to debtors or customers because of bad credit. The study used qualitative descriptive research, the research by analyzing and providing what really happened and collecting data obtained directly from the victims of field officers (debt collector). Also, the supply chain management effects are investigated in banking system efficiency. The data were taken by interviewing, observation, and documentation.

It specially, ranks the managers' feelings about the general factors related to job satisfaction. It also considers gender, work experience and remuneration in relation to job satisfaction. It is based on the primary source of information and data collected through structured questionnaire. The data cover managers (office head) of 77 saving and credit cooperatives in Pokhara. Percentage, mean score, median, rank and chi-square test were used as analytical tools.

By applying Explanatory Factor Analysis methodology, the result of study showed that tangibles (TAN), responsiveness (RES), reliability (REL), assurances (ASS), and empathy (EMP)affecting to the service quality of PCFs in Mekong Delta River in Vietnam. The research found that PCFs’ service quality would be increased if their empathy and tangibility improved. Then, PCFs’ managers should pay more on creating incentives for credit officers to improve their sympathy and understanding customers needs as well as enhancing appearances of PCF staffs and transaction offices.
