Different initial customer

This paper proposes a vehicle travel speed model to enhance two heuristic algoritihms from previous studies, namely current initial solution (CIS) and different initial customer (DIC). Both algorithms are used to solve a real-life waste collection vehicle routing benchmark problem with dynamic travel speeds. This problem is referred to as Time-Dependent Vehicle Routing Problem (TD-VRP) in previous literature.

Moving away from these assertions, the aim of this paper is to identify and analyze the primary issues, opportunities and challenges that eGovernment initiatives present for developing countries. The insights and results here presented are based on an empirical, web- based research of 15 case studies undertaken in developing countries (Argentina, Brazil, Chile, China, Colombia, Guatemala, India, Jamaica, the Philippines) which have already explored and implemented eGovernment initiatives.

The model is applied to rank all potential customers by the predicted probability of belonging to the class initiating the contact. Only the top x% of the ranked list will receive the promotion (if the majority of potential customers are contacted, then direct marketing would not differ much from mass marketing). The selection of an optimal x, i.e. the x that produces the highest net profit, depends on the (predicted) performance of the model.
