Given that the adverse affects of climate change on agriculture are expected to burden poor countries disproportionately, and their rural poor in particular, Bolivia is especially vulnerable as it is the poorest country in South America with at least 70% of the rural population living in poverty and more than a third of rural Bolivians living in extreme poverty. Those citizens who have been displaced by natural disasters in rural areas often remain at risk in urban areas as shantytowns and slums are frequently situated on land prone to flooding or landslide.

Climate change is happening now. Climate-induced disasters are occurring in the Asia Pacific region, where a distinctly increasing trend has been observed in recent decades. This shows that the region is the most disaster prone, compared with other parts of the world. Studies on the causes of disaster in many affected regions suggest that in a typical disaster, cities with high population density see increases in mortality and number of people affected. Increased economic losses within the region are also inevitable.

The most obvious countermeasures against this are means of physically protecting human lives and livelihoods – e.g. shelters or dikes. In some rural areas of the developing world prone to natural disasters, these have contributed to a dramatic reduction of the loss of lives in cases of catastrophes in recent years (Bangladesh is a case in point). Moreover, low-cost initiatives which provide some element of “proofing” against natural disasters can lessen the impact of such events on the poor.
