This original study by Claudia Kissling of the University of Bremen fits our series on non-state actors for two reasons. First, she demonstrates the working of the international policy cycle following from the framing and passing of an international treaty. In this case the implementation and monitoring facets of an international agreement are discussed by a close analysis of the 7th Review Conference of the parties to the 1968 Treaty on the Non-Proliferation of Nuclear Weapons (NPT), which took place at the United Nations in 2005.

African educators and overseas friends came together from 4 to 9 December 1995 — about 100 from four continents and 14 countries, women and men, their ages from under 30 to over 80. Included were ministry officials and university administrators, scientists and classroom teachers, innovators or researchers into teaching, and teachers of teachers. Eleven main papers, authored in advance and by Africans, were the basis of our discussion, though all participants spoke as critics, proponents, and commentators.

Implementations of digital speech processing algorithms in software can be distinguished from those resulting from general-purpose algorithms basically in the type of arithmetic and the algorithmic constructs used in their realization. In addition, many speech processing algorithms are realized with Programmable Digital Signal Processors (PDSPs) as the software development target—this leads to important considerations in the languages and paradigms used to realize the algorithms.
