  • The deployment of ‘new’ environmental policy instruments (NEPIs), namely eco-taxes and other market-based instruments (MBIs), voluntary agreements (VAs) and informational devices such as eco-labels, has grown spectacularly in recent years. In 1987, the Organisation for Economic Cooperation and Development (OECD) [OECD, 1994:177] reported that most national environmental policies still relied upon a regulatory or ‘command and control’ mode of action, but since then the number of MBIs has grown ‘substantially’ [CEC, 2000:2].

  • Access to safe drinking water and sanitation is a basic necessity. However, such access is highly variable around the world and in particular in Africa, Asia and South America. Much progress still remains to be made in infrastructure improvements and poverty reduction. A recent World Bank report, for example, noted that more than 100 million people in the Latin American region alone lack access to potable water and adequate sanitation systems. Compounding the issue of water availability is contamination of water supplies and the lack of wastewater treatment facilities.

  • In the early 1970s, the United States government identified and became wary of hazardous materials in soil, surface water, groundwater, and building structures. Most of these contaminants resulted from the evolution of technology without the benefit of chemical regulatory controls. The cost for cleanup of such sites was projected to exceed a trillion dollars, the burden of which was to be borne by the taxpayer and responsible parties. The term “responsible party” is a broad term but, in the final analysis, a responsible party is usually a property owner....

One of the difficulties of these enterprises is that they find it difficult to penetrate the European market and export their products.

  • An environmental impact statement (EIS), under United States environmental law, is a document required by the National Environmental Policy Act (NEPA) for certain actions "significantly affecting the quality of the human environment".[1] An EIS is a tool for decision making. It describes the positive and negative environmental effects of a proposed action, and it usually also lists one or more alternative actions that may be chosen instead of the action described in the EIS. Several US state governments require that a document similar to an EIS be submitted to the state for certain actions.

At least from a European perspective, recent innovations in political and administrative decision-making have multiplied opportunities for citizens to hold to account those who exercise governmental authority. Or so we are told. Whether busy modernizing constitutional structures or realigning public services along market-led lines, our political representatives have proclaimed a new era of open and responsive government.

  • Over the past three decades, governments at the local, state, and federal levels have undertaken a wide range of bold innovations, often in partnership with nongovernmental organizations and communities, to try to address their environmental and natural resource management tasks. Many of these efforts have failed. Innovations, by definition, are transitory. How, then, can we establish new practices that endure?
