The main purpose of this study is to examine the major factors affecting Vietnam’s rice export values to 20 major import partners by employing a gravity model. A generalized least squares (GLS) estimation method is employed on panel data over a ten-year period from 2007 to 2016. Apart from importers’ GDP, all other remaining independent variables show expected signs.

This research uses coefficient of variation and volatility analysis with the ARCH GARCH method. Based on the results, the price of food commodities is more volatile after the adoption of the Renewable Fuel Standard 2 (RFS) policy in 2007. The results of the study show that development of biofuels (from corn and soybeans) have a higher level of volatility than the other two commodities (rice and wheat) due to the variance of rice and wheat was lower than corn and soybeans.

This paper conducted an in-depth assessment on the efficiency of the impacts of trade agreements on rice exports during the period from 2000 to 2015. Based on the secondary data published by the General Statistics Office of Vietnam and the World Bank, the study employed random boundary gravity model to quantify the capacity of Vietnam to exploit rice export potential when participating in trade agreements, or in other words, to estimate the inefficiency in operation of rice export activities of Vietnam under the impact of trade agreements.

The estimation of crop yield before harvest helps in different policy making in an order for storage, distribution, marketing, pricing, import-export etc. Crop productions depend on several factors such as weather factors, plant characters and agricultural inputs. Rice is the most important crop of Vietnam with a harvested area of 7,835 ha, production of 45.2 million tons of paddies, and export volume of 6,997 thousand tons of milled rice for an export value of USD 2,852 million in 2015. However, if purely considering its economic aspects, rice contributes only 5.45% of national GDP1 and rice farmer’s net income is only USD 419/ha compared to USD 1,128/ha earnings of Thailand farmers. Moreover, it is projected that up to 16.8% of the Red River Delta and 38.9% of the Mekong River Delta will be submerged after sea level rises by 100 cm.

Although Vietnam is the second largest rice exporter in the world, the country has only recently met the demand for sustainable food supply at a national level, and not yet at a household one. In the early 1970s, the average rice yield in the Mekong River Delta (MRD) was 1.9 tons/ ha and the annual production weighed 4 million tons. The current rice productivity and production has gained over 6 tons/ha and 24 million tons/year, respectively. This is a substantial increase.

In achieving this result, the Mekong Delta plays a decisive role in terms of rice output and export volume. Rice producers, however, still have to face many difficulties – fluctuations in price and income, weather risk, and keen competition when integrating into the world market. We focus on the impact of two main policy changes: first, the increase in the rice export quota and the significant increase in the price of rice, especially in the south; second, liberalization of the fertilizer market and the sharp drop in the price of fertilizer. To this end, we document changes in the empirically observable “institutional environment,” exploring changes in rice and other crop prices as well as fertilizer prices.
