Given that the adverse affects of climate change on agriculture are expected to burden poor countries disproportionately, and their rural poor in particular, Bolivia is especially vulnerable as it is the poorest country in South America with at least 70% of the rural population living in poverty and more than a third of rural Bolivians living in extreme poverty. Those citizens who have been displaced by natural disasters in rural areas often remain at risk in urban areas as shantytowns and slums are frequently situated on land prone to flooding or landslide.

Governments in developing countries need to spend more money on essential public services if they are to have a serious impact on poverty. Take the United Nations Millennium Development Goals (MDGs), a set of targets for halving extreme poverty, providing universal primary education, halting the spread of HIV and AIDS and much more by 2015. Ambitious, yes, but achievable. To meet many of the MDGs, governments will need to hire more public sector employees, from teachers and doctors to agricultural extension workers.

Are there countries in which the gender-based division of labor or disparities in resources or power between males and females are so small as to have minimal implications for human well-being, economic growth, and poverty reduction? We examine this issue here. To preview our conclusion: although some countries have more numerous or extreme gender disparities or forms of female (or male) disadvantage than others, no country is entirely free of the gender patterns that we know to be harmful for development and the improved well-being of the population.

FOSIS in Chile, a fund that was not supported in any major way by the IDB, is a central part of the government’s machinery for poverty allevia- tion and is extremely flexible. Droughts can result in heavy crop and livestock losses, in which the poor are usually disproportionately hurt. Poor livestock owners tend to engage in distress sales of livestock at depressed prices, leaving them extremely vulnerable to drought and other shocks in future, and possibly trapping them permanently in chronic poverty. Recurrent droughts in Sub-Saharan Africa over the last two decades have had devastating effects on natural resources and on livelihoods.

Since the Industrial Revolution, the mean surface temperature of Earth has increased an average 2° Celsius due to the accumulation of greenhouse gases in the atmosphere.
