The Mekong River Delta is one of the most vulnerable areas in the world. Because of climate change, the risk of road flooding in the Mekong River Delta is increasing. Road flood disaster is considered as a series of damage processes affecting a road under the effect of different factors such as natural and social factors.

Japan International Cooperation Agency (JICA) and the Viet Nam Meteorological and Hydrological Administration (VNMHA) have implemented a technical cooperation project entitled “Project for Strengthening Capacity in Weather Forecasting and Flood Early Warning System” for more than 5 years from May 2018. In period 2 from April 2020 to the present, the project has achieved some outstanding achievements.

Each rainy season, the Mekong River Delta receives flood flow from the upstream of the Mekong River. Floods in the Mekong Region are beneficial for agriculture and fisheries productivity, but high floods also result in the losses of life and property. Records of flood losses show that children were at high risk. The “Living together with floods” strategy of the government and the people should also help prevent children from drowning. This paper reviews the situation and risks leading to children drowning during the flood season and recommends solutions to secure for the children’s lives..
