The main emphasis of this policy is not to propose new technical interventions, but to promote extension of preventive and curative infant and child health services and behaviors of known effectiveness into communities where people live. This involves increasing the numbers and effectiveness (e.g. gender balance) of Community Health Workers (CHWs) and the effectiveness of the supporting primary care and referral facilities that together make up the community-based health care system. Thus, this policy applies to the entire range of health provision in the country.

Extending Unemployment Insurance for 1.9 Million Women in 2012. Unemployment benefits provide income support for all members of the households in which recipients live. To date, more than 19 million laid-off workers have received federal Unemployment Insurance benefits, and more than 50 million workers and members of their households – roughly one in six Americans – have benefitted from this support. By expanding these benefits, the Administration was able to lift nearly 3.4 million people above the poverty line in 2010 alone.

Governments in developing countries need to spend more money on essential public services if they are to have a serious impact on poverty. Take the United Nations Millennium Development Goals (MDGs), a set of targets for halving extreme poverty, providing universal primary education, halting the spread of HIV and AIDS and much more by 2015. Ambitious, yes, but achievable. To meet many of the MDGs, governments will need to hire more public sector employees, from teachers and doctors to agricultural extension workers.

research for this report was conducted from november 2008 to January 2009. it consisted of an extensive review of documents and websites from governmental and non-governmental sources; in-depth interviews based on semi-structured questionnaires; and two focus groups. one focus group comprised five health care workers, while the other was composed of four hiV-positive mothers, one of whom was pregnant at the time. a total of 23 people were interviewed in six cities across argentina: buenos aires, mar del plata, montegrande, rosario, tres arroyos, and tucumán.
