The model suggests that the preferences for the design are influenced mainly by perceived concerns related to being too dependent on the DLC programmes, trust in the utility company that they are transparent when providing information, attitude towards and knowledge on DLC programmes. Utilities will need to carefully address these issues in the programme design to ensure a widespread acceptance.

This work aims to shed light on this literature, analysing both the affordability and the accessibility energy problem of Argentine households. To do so, we use micro-data from an expenditure-survey. First, we measure the energy affordability problem by calculating the Boardman indicator. Second, we estimate two logit models to show how likely it is that the affordability energy problem explains the choice of facilities for cooking and heating that can indicate an energy accessibility problem.

This study employed a discrete choice framework to explore cooking energy use patterns amongst urban Rwandan households using the latest EICV 5 microeconomic survey dataset. Specific analysis focused on choices for three primary cooking fuels namely: firewood, charcoal and liquidified petroleum gas. The findings show that ordered model provided better prediction for primary fuel choices rather than the secondary choices for multiple fuel users with income as a key determinant.

Using the data from an original survey, we analyse energy use patterns and, in particular, energy use for cooking in households from Hawassa City, Southern Ethiopia. Cooking is the main energy-related activity on which households spend money. This expenditure represents 89% of total energy expenditure and a fifth of a household’s total budget. Expenditure on modern energy and electricity represents only about a fifth of an energy budget, whilst fuelwood, a potentially health damaging energy, still prevails as the main energy used for cooking in Hawassa.

Ezzati and Kammen (2001, 2002) present indoor PM concentration measurements also for several types of charcoal stoves. PM concentrations are found to be substantially lower than concentrations from fuel wood stoves. Charcoal is often considered by households as an intermediate fuel on the energy ladder. While it certainly is not considered a clean fuel, it is often a preferred choice in many urban areas whenever available instead of fuel wood, before households can afford LPG or other clean alternatives.

Many measures can indeed be taken almost immediately to reduce this environmental disease burden. Just a few examples include the promotion of safe household water storage and better hygiene measures, the use of cleaner fuels and safer, more judicious use and management of toxic substances in the home and workplace. At the same time, actions by sectors such as energy, transport, agriculture, and industry are urgently required, in cooperation with the health sector, to address the root environmental causes of ill health. There is good news in this report, however.
