In March 2014, China’s public offering bonds defaulted for the first time, this paper takes Chinese bond default and repayment data during 2014-2019, and investigates that implicit guarantee has a significant impact on the repayment of default bond. It shows the following findings: First, state-owned enterprises have a higher repayment rate after default than non-state-owned enterprises. Second, the stronger the comprehensive strength of the local government is, the higher the repayment rate will be after defaults.

In both countries, the early years of transition were associated with fiscal decentralization. In each of the transition economies, fiscal decentralization was a central piece of economic policy reform, for, as reforming economies became more decentralized and market-based, the public finances became the primary instrument for supplying public goods, protecting vulnerable members of society, and maintaining growth and stability. Yet, while fiscal decentralization fostered rapid growth in China, in Russia, de facto fiscal decentralization had dire consequences.

Leveraging refers to the process by which private sector capital is mobilised as a consequence of the use of public sector finance and financial instruments. Public finance can „crowd in‟ private capital by compensating private investors for what would otherwise be lower than their required risk-adjusted rates of return (AGF, 2010). There is no uniform methodology to calculate leverage ratios of public to private finance, and different financial institutions report this ratio in different ways.
