Knowledge sharing in the public sector

This research proposes and validates a model hypothesizing the relationships between social capital and knowledge sharing in the public sector. We employed a survey design using a questionnaire to collect data utilizing a convenient sampling method.

The contribution is a conceptual framework that reveals key factors driving the successful sharing of knowledge in public organisations in three level: Individual level, organisational level and technological level. The paper concludes with a number of recommendations with the aim of improving the effectiveness of sharing knowledge in public sector.

The purpose of this paper is to examine the factors that affect the knowledge-sharing intention and knowledge-sharing behavior in a public sector organization. A survey was conducted with 188 knowledge workers of a public-sector organization at the national level in Colombia. In this public organization significant relationships between self-efficacy and knowledgesharing intention, subjective norms, and knowledge-sharing behavior, and between knowledge-sharing intention and knowledge-sharing behavior were found.

The new economy not only poses challenges, but also offers opportunities for both private and public sectors alike. To meet the challenges and take the opportunities, government must take active initiatives to adopt new management tools, techniques and philosophies of the private sector and adapt to its circumstance. Knowledge management (KM) is such an area that needs to be further explored and exploited for its full benefits to be reaped. Key issues, challenges, and opportunities of KM in the public sector need to be addressed and better understood.
