The article researches President Ho Chi Minh's views on civil advocacy. The results showed that President Ho Chi Minh raised the guiding views on civil advocacy work such as the concept, position, role, force, method and process of implementing civil advocacy work.

Nowadays, the demand for high-quality multimedia services (video, audio, image, and data) is rapidly increasing. The Digital Video Broadcasting - terrestrial (DVB-T) standard, its second-generation version (DVB-T2), and the Long-Term Evolution (LTE) standard are the most promising systems to fulfill the demand for advanced multimedia services (e.g., high-definition image and video quality), especially in Europe. However, LTE mobile services can operate in a part of the UHF band allocated to DVB-T/T2 TV services previously.

This paper describes the main features of the DVBNGH Bit-Interleaved Coded Modulation (BICM) module. This latter is derived from a sub-set of DVB-T2 BICM components with additional features intended to first lower receiver complexity and power consumption and then to increase receiver robustness over mobile reception. Therefore, the long code block size was removed, a different range of coding rates was chosen, non-uniform constellations were adopted in order to provide shaping gain, and the principle of signal space diversity was extended to four-dimensional rotated constellations.

This paper investigates the effects of the Cyclic Delay Diversity (CDD) transmit diversity scheme on DVB-H networks. Transmit diversity improves reception and Quality of Service (QoS) in areas of poor coverage such as sparsely populated or obscured locations. The technique not only provides robust reception in mobile environments thus improving QoS, but it also reduces network costs in terms of the transmit power, number of infrastructure elements, antenna height and the frequency reuse factor over indoor and outdoor environments.

Mobile broadcast services have experienced a strong boost in recent years through the standardization of several mobile broadcast systems such as DVB-H, ATSC-M/H, DMB-T/H, and CMMB. However, steady need for higher quality services is projected to surpass the capabilities of the existing mobile broadcast systems. Consequently, work on new generations of mobile broadcast technology is starting under the umbrella of different industry consortia, such as DVB. In this paper, we address the question of how DVB-T2 transmission can be optimized for improved mobile broadcast reception.
