Additional strategies and plans from the Ministry of Health (MOH) and presidential decrees guide implementation of the plan. These include disease specific strategies, such as those for HIV/AIDS, tuberculosis (TB) control, immunization, lymphatic filariasis (LF) elimination, avian influenza (AI), and others focused on animal and human interactions. Congregations Manage Volunteers in Social Outreach. We learned that an estimated 83 percent of the nation’s 380,000 congregations have some kind of social service, community development, or neighborhood organizing project. Although most congregations have social service outreach programs, most are involved as partners or sponsors and therefore do not manage volunteers themselves. However, one in three congregations— an estimated 129,000 such organizations—have responsibility for managing volunteers in social service outreach activities.

This means that if the health promotion programs are to be successful, its participants must not only carry out the programme itself, but also learn new general skills in using effective strategies and programme management technologies. We assume that the situation will change in the future, because a concept of the national educational development programme (the so-called White Book) has been prepared since the second half of 1999.
