Panchayat Raj Institutions

A resource model of extension as suggested by Salmon (1980), puts farmers and researchers as equally important contributors. The function of the extension is to transfer and nurture this pool of knowledge within the rural system. The concept of leadership has undergone considerable change as research in this area of study progressed.

The study was conducted in Ratnagiri district. In all, 112 PRI woman members were selected from four Panchayat Samities, five Grampanchayats from each selected Panchayat Samiti and Ratnagiri Zilha Parishad on the basis of maximum number of woman members. The personal and socio-economic characteristics namely age, education, land holding, annual income, major occupation, official position, tenure of work, cosmopoliteness, extension contact, organizational participation, interest in public work and political awareness of the respondents were considered as the independent variables.

The study was conducted in Ratnagiri district. In all, 112 PRI woman members were selected from four Panchayat Samities, five Grampanchayats from each selected Panchayat Samiti and Ratnagiri Zilha Parishad on the basis of maximum number of woman members. They were interviewed with the help of a specially designed interview schedule. An interview schedule was prepared in Marathi to collect the information in line with the objective of the study.

The present study was conducted in Ratnagiri district of Maharashtra. All nine tahsils of Ratnagiri district were selected for the study. Ten Grampanchayat were selected by random sampling method from each of tahsils of Ratnagiri district. Considering the objectives and other aspects of the study, it was decided to study the heads of Panchayat Raj Institutions currently working in the office. Thus, one President of Zilla Parishad, Nine Panchayat Samiti Sabhapati and Ninety Gram Panchayat Sarpanch were the respondents for the study.

A good deal of work in establishing closer linkage between research and extension has been done in the last few years. The result of painstaking efforts of research scientists have been carried to the farmers by an army of more than 70,000 village extension workers in the major states where professional agricultural extension system is functioning. As defined by Roling (1988) extension is purposeful communication intervention deployed by an institution to induce change in voluntary behaviours with a presumed public or collective utility.

Women represent half of the population of the country and they have a lot of potential for the development, Even though they have been in negligible number in political sphere. But, presently women slowly moving towards the leadership scale and changing the face of village politics. As Gram Panchayat is the pillar of Panchayati RajInstitutions, the study was conducted with the knowledge level of women sarpanch in Gram Panchayats.

A good deal of work in establishing closer linkage between research and extension has been done in the last few years. Communication of technology is conceived as occurring through a network of relatively complex nature. A local leader who has adopted improved practices extends the same to others. The common man has much faith in the local leaders. Opinion leadership is the degree to which an individual is able to influence other individuals’ attitudes or overt behaviour informally in a desired way with relative frequency.
