This paper revolves around the challenges currently tackled by the energy distribution sector, where infrastructural investments play a vital role in both increasing the industry’s internal efficiency and developing national economies. In natural gas and electricity sectors, the liberalisation process began in Europe at the end of the 1990s has triggered a change in the industry’s competitive framework, encouraging investments by companies aiming at improving their industrial and organisational efficiency.

Environmental challenges act as a spur to invention and innovation. R&D will continue to be important as companies and investors seek disruptive technology solutions that can change the economics of, and rewards from, new environmental products or processes. Significant private and public funds have already been established, many of which are still investing despite the current economic slowdown. The short‐term challenge is to ensure that these funds continue to flow and to sustain future growth.

It is drafted with a view to inform current OECD work on engaging the private sector in financing green growth. Different financing mechanisms are outlined, and suggestions made as to what role governments in general, and pension fund regulatory and supervisory authorities in particular, can play in supporting pension funds investment in this sector.

Recognising that significant levels of investment are required to make the transition to a low carbon economy, the Capital Markets Climate Initiative (CMCI) was launched by the UK Minister of State for Climate Change, Gregory Barker, to help accelerate the response to this financing challenge by supporting the scale up of private finance flows to developing countries. The CMCI will be working with policymakers in developing countries to understand why and how public sector action can help mobilise private capital and encourage new markets in low carbon investments.
