Secure dialogue

In this paper we suggest an information-leakage-free quantum dialogue protocol using three-qubit Greenberger–Horne–Zeilinger (GHZ) states of which two qubits travel forth and back between Alice and Bob.

Freedom of expression has surfaced in large parts of the world, particularly the newly independent nations and the countries that remained in isolation, along with the spread of democracies in those countries. With the rise of free expression of views often contesting with one another, conflicts of different kinds that were under suppression earlier, also emerged. Conflict in itself is considered neither good nor bad but it is judged by its outcome. Study of conflict, specifically the causes behind it relating to power struggle, economic competition, is important for achieving peace.

This paper discusses the exchange of high-level visits, strategic dialogues, defence cooperation agreements (equipment procurement, military technology, education and training, military medicine and maritime security), naval port visits and engagement activities, and national defence industry cooperation. This paper concludes that Vietnam seeks to use international defence cooperation to give each strategic partner equity in Vietnam’s stability and development in order to ensure Vietnam’s non-alignment and strategic autonomy.

The African Press Agency has reported that Libyan leader Mouammar Kadhafi has this month pledged to send military observers to probe the security situation in northern CAR. According to the Ministry of Defence military observers from the Community of Sahel-Saharan States (CEN-SAD) will “take stock of the realities of insecurity, which is fuelled by armed groups from neighbouring countries’ rebellions.” CEN-SAD is expected to plan measures for an intervention in the region.
