As discussed above, the HSA first assessed Uganda‟s health system by each of the six building blocks – providing findings, including strengths, weaknesses, opportunities, and threats for each building block. Next, the HSA consolidated the building block-specific findings and analyzed cross-cutting issues that emerged across the building blocks (health system-wide issues) and presented cross-cutting findings. Based on these, the last chapter of the report provides recommendations for strengthening the Ugandan health system. These are listed and summarized here at a high level only.
