Long-term care units’ residents do not constitute a homogeneous population. Providing effective care, tailored to individual needs, is crucial in this context. It can be facilitated by suitable tools and methods, which include needs assessment along with the physical, psychological and social aspects of care. This study assessed the empowerment of dairy women by developing an index by adopting a systematic procedure; seven dimensions under women empowerment were selected namely social, economic, psychological, cultural, political, legal and technological empowerment. The Normalised Rank Order Method was used for determining the scale values.
