The purpose of this paper is to study the phenomenon of lapsed funding that occurs within the public sector using the framework of the Newsvendor Problem. Under this framework, we observe that lapsed funding is a natural outcome of the planning system when the financial manager is trying to maximize the value added to his unit. Centralizing control of operating budgets of homogeneous units is shown to reduce lapsed funds and improve their overall performance.

There has been speculation that some of the more competent legal advisers are leaving the sector because they do not believe they can operate effectively within these new restrictions. It has also been noted that a significant proportion of asylum seekers reaching the end of the asylum process lose their case because they have not received proper advice but are unable to secure...

The federal government’s role in financing and administering these two loan programs differs significantly. Under FFELP, private lenders, such as banks, provide loan capital and the federal government guarantees FFELP lenders a minimum rate of return on the loans they make and repayment if borrowers default.1 Additionally, state-designated guaranty agencies perform a variety of administrative functions in FFELP. Under the Direct Loan Program, federal funds are used as loan capital and are provided through participating schools.

CED does offer the potential to help young women make a transition to better-paying positions in sectors such as the public service. As we shall see, CED can meet both the short-term needs young women have to earn income, and the long term needs of gaining marketable skills they will take with them into their futures. Caroline Moserís conceptualizations of practical and strategic gender needs have been pivotal in development theory. She explains that any efforts towards gender equality require us to think in terms of womenís practical and strategic gender needs.

In recent years, although slowly, steps have been taken towards a greater liberalisation of the agricultural markets. However, agriculture still accounts for 66% of the protectionism in the trade for goods and services today. This explains, at least in part, its small impact on international trade, since it only represents 4% of the gross world product (World Bank, 2006). For EU member countries, agricultural protectionism derives from the CAP (Common Agricultural Policy).
